No, the blue bag recycling program is not mandatory. All waste is sorted for recycling regardless of how it is collected.
The best method to recycle cardboard boxes is self-haul drop off at Eastern Regional Landfill for free during open hours. Otherwise, be sure to breakdown your boxes and place them in a tied blue bag for free pickup. Loose cardboard is subject to extra charges.
